This section of the website aims to provide a range of resources that will increase your chances of winning a public sector contract.
These resources are what you require once the Board of Trustees/Directors has made a strategic decision (based on income generation vs mission drift, staff resources available, potential for collaborative models of working etc) to try and win the contract.
The reality is that commissioning processes vary considerably. Some require Pre Qualification Questionnaires, some have an Invitation To Tender, some have an application form process whereas others provide no framework but ask the organisation to provide detail on how their services will address the stated outcomes.
However, the majority of commissions require very similar information at some point in the process. Commissioners are not risk takers – their primary goal is to ensure the contract is delivered and the information they request is based on best practice for any business.
At some point in the process, your organisation will be asked for most, or all of the following:-
- Details of similar works and referees
- Copies of staff CVs
- Last three years audited accounts
- Information about environmental good practice
- Risk strategy
- Details of any Quality Assurance schemes
- Equality and Diversity Policy
- Health and Safety Policy
- Insurance requirements
- Business Plan
- Management Structure
- Staffing Structure

However, preparation is the key and as a rule points 1. to 15. should all be done in advance of any tender opportunities arising. This will free you up to spend enough time developing the services and activities required to deliver the contract.
